I was quite glad of getting rid of the shout-outs.
I once did one event where the RD went on and on and on. We didn't start until nearly 9.10.
I'm a big fan of the stripped down, 'get in with it model'
Feel free to celebrate achievements, but do this at the finish, so people can get on!

I agree, keep briefing to a minimum, a shout out doesn't need to be more than 'Congrats to X on their 250th run today'

For me, briefing needs to be, welcome (don't need to say it's event #3.14926). The course is X (v brief description). Please take care at Y (only absolutely necessary safety announcements - not that this corner is tight etc). Then do the standard juniors and dogs (I'd ban dogs but that's me) and barcode/funnel announcements. And anything absolutely critical. And that's it.
Should take a minute, perhaps 2 at the absolute most.
Definitely (for me) don't need the parkrun tourist stuff (and asking where every single one is from), don't need to ask if it's someone's birthday etc etc.
And all the flipping clapping can go. If you must do it, do it once, not 23 times.
Get on with it!
