I think the RD had 'approved' (for want of a better word) the scanners on the day, although from the FB posts this is ambiguous. For whatever reason it appears their data had been corrupted/not received and RD then needed to get in touch with those people to request that the files were sent through again.
All a bit of a faff with having to rely on FB for individuals that may not be regulars and/or known to the core team.

In our case the RD had definitely not approved use of a phone and expected the volunteer to use the scanner as usual. The file wouldn't import into the FMS due to the appearance of "null" in some of the CSV cells & for whatever reason (I forget now) we couldn't fix this.

Ellon has managed to get a mention a couple of times in this thread.
I'm the ED there, and also one of the Scotland Event Support Ambassadors.
I appealed for event-owned phones because this is a learning curve for all of us and since one of the most common concerns is people damaging their personal phones, it seemed logical to use this stepping stone. I expect in a couple of years when the batteries die we will then be using volunteer owned phones exclusively.
The ellon team and indeed all the teams I look after have seemed very amenable to moving to the app. Of course there are many out there with reservations.
I was at the parkrun training conference this year and Nick Pearson's main talk was about future proofing, and of course a big part of that is finance.
We all saw the happy eggs shit storm. What I think Nick P was trying to say in his talk was the importance of moving away from the sometimes unfortunate side effects of working with sponsors. For greater independence they seem to be seeking things like using a phone app, and also strengthening the merchandise stream.
From what I've read from Paul SH's interviews, he doesn't like merchandise. But looks like he has been persuaded that it's better than sponsors who end up leabing on you.

Going back a couple days to the comments on improving parkrun finances; if merch is their aim then the apricot relaunch has taken an awful approach to generating income.
No vests. No long sleeves. Not difficult to create surely even if it were on a longer lead time to reduce risk of ‘old’ stock.
I guess with sponsors these days you don’t know how long they are signed up for and HQ don’t wanna risk sitting on unsold old stock?
