I think I’d be tempted to get some heavy duty cotton/canvas and make some new handles that enclose the old ones - essentially 4 strips sewn in a tube around the frayed bits that then get joined to the bag inside and outside of the front and back of the bag respectively. (Hope that makes sense, can describe what I’m imaging very well) This would keep the original bag intact as is, whilst making it totally useable again..

They're amazing garments as I'm sure you all know - circular needles, same back and front, no seams... and very warm. I love it, and it deserves a piccie here I think.
