Pix whether you can resize will depend on the construction. You could take seams in or add darts fairly easily, but it would be more difficult to do across the top where there are inserted arms. Some fabrics wouldn’t take very well to having seams unpicked.

That blue jersey was hideous and I’d be loathe to unpick it - a cotton shirt however you could deconstruct and then cut again to new pattern measurements, depending on how you finished the seams

The regular "Behind the Seams" tour starts with champagne, lasts about 2 hours and includes lots of crystals and swishy dresses.
