I've got a GRL plastic card which I think may have a timing chip in it. The wristbands have to be paid for.

It might put a lot of people off if they had to buy a chip before they find out whether or not parkrun is for them. Although quite a few seem to come down for their first run without having printed out a barcode.

Back to the PB issue and starting position, PBs are made in the 4th and 5th K, not the first 400 metres

Indeed. Starting at the front and going too fast initially is less likely to produce a PB than taking a few seconds to cross the line and starting out at the right pace.

I am lucky in my local parkrun can accommodate maybe 15 on the start line and as I am generally in the top 30 I start on the 2nd/3rd row. I am always passed by loads of people who I pass before the first kilometre is out.

In general the etiquette seems to be that everyone starts in a broadly appropriate position.

While you’re right about setting off too fast the_saint, at some parkruns it can take over a minute to get over the start line. That’s a big difference to your time. And yes if it’s the same difference every week it won’t stop you getting a PB but it can have an effect

I can see a day in the not too distant future when parkrun will be chip-timed. I run in the US a few times a year and the club there, https://www.lirrc.org, have their own timing mat, clock etc so their weekly (Wednesday evening) summer races are all chip timed. There is a small fee to pay but that is really no different to parkrun that has a sponsorship model to cover the fees to start up a new parkrun: nothing is really for free.

Chip timing just won't work at certain venues. I can't see how it could work at ours (Fountains Abbey) as we have enough problems carrying all the existing kit for a 10 min walk down (& then at end back up) a fairly big hill! I'd not fancy carrying two timing mats as well!

Something which would reduce the number of volunteering opportunities? That won't fly.

The second last time I started towards the front to shave a few seconds off my time, I kept up with those around me for a bit and was blowing out of my arse by about 400m. Only 4600m to hold on for! (It didn't work. By a long way.) The last time, I ran at my own pace and a hundred streamed past me. A bit grim. (That never worked either.)
