I agree with the speeding and jumping lights though.
Absolutely 100% agree.... Tosspots.
Dare I say this, if they gave Deliveroo and Just Eat riders an ID and the ability to report them, via the app (for example), that would placate the masses, as they are the worst red light runners and reckless riders ever in my experience.......... I mean noone wants a cold MacDonalds and i know they are under time constraints but the rules are the rules.....

The police (in London) don't have the resources to follow up on crimes by drivers so how is this helpful?
Perhaps because they know it appeals to the voter base; or at least that part of them which shakes their fist at cyclists slowing them down.

It's a soundbite, and a headline grabber. Sure, some cyclists are reckless, and sure if they kill someone by being reckless they should be punished, but......
The cost alone to implement and maintain a cycle licence scheme would be astronomical. Also, retrofitting all cycles with speedometers, not going to happen. Never mind the dangers of taking your eyes off the road to, avoid the potholes, at 20 mph, to check you are not speeding. Not as easy as it is in a car.
Majority of the report will not see the light of day.

It’s not going to happen. It’s totally headline grabbing and to appeal to the gammons and the Tory voters. But it’s also very damaging to the active travel movement and anybody who cycles because it fuels the anti cycling lot who have been shouting about this for ages.

I reported intimidating driving the other week (I was also in the car) and the automated system told me they would not pursue it as I didn't have independent evidence, even though I had the licence number. The police (in London) don't have the resources to follow up on crimes by drivers so how is this helpful?
Increasingly police forces are setting up schemes to act on third party evidence, especially via helmet or dash cams, but it is dependent upon your local force.

Grant Shapps also appears to be saying (in The Times today, apparently) that he's not in favour of bureaucratic things like licence plates for cyclists. A politician giving contradictory interviews? Surely not!

It also occurs to me that if you were to require insurance & licence for cyclists that would presumably have to mean *all* cyclists, including children. So logically you’d need to get insurance for a five year old getting their first bike? (who is plainly a risk to all decent law-abiding folk and probably a future eco-terrorist) Gobshite!

I can't see any reason (if it had to be done) for it to only to apply to those 18+
