I heard that a throat swab and a nasal swab on the one person counts as 2 tests.

I believe the daily number of tests announced is the total number of tests in all settings (not people). This includes hospital and community antigen tests, antibody testing done in hospitals, research testing and if an individual has a nose and throat swab done at the same time, this is 2 tests (like a pair of gloves is 2 items of PPE).

I think the nose and throat swab comparison as two gloves counting as 2 pieces of ppe falls down by the fact you use the same swab, so there is only one piece of testing equipment.

They used two swabs when I had a test recently. One for the nose and a different one for the throat.
