I am totally confident that there isn't a government agenda to make sure that huge swathes of the population - mostly low earners and those dependent on state support - can never quite get their heads above water and keep them there.

[That's ghastly, Jovi. I have a colleague who seems unable to eat unless they're also in someone else's room and talking. And it's not silent odourless food. I'm not saying it smells bad, but I don't want my consulting room smelling of any sort of food. Just as well I don't get my gears ground by the sound of other people eating unless I'm off my face with stress.]
