Trump has already done pardoning so he set the precedent.
It's not a great situation but when you have an incoming president who promises to use the justice system to punish his opponents and the current president already feels that the whole thing was unfair and sentencing is likely to happen under the new president, you can see how we got here.
Clearly doesn't look good. What is the point of a presidential pardon anyway?

It’s an epic pardon too - any crimes from 2014, so covering way more than the dodgy gun application. They must know there’s plenty more to find.

Best we can hope for is that the abuse of pardons becomes so egregious that the Americans take the power away from the President through amending the constitution over the next few years (think 20-30 years).

Mind you, Jed pardonned Toby, so even good guys use pardons in questionable circumstances.
