FFS, one of the local farm shops sells plants as well as food. Apparently someone complained to the council and the council told the shop that customers have to spend at least £10 worth of food in order to buy plants.

That's just not true as a matter of law. You need a reasonable excuse to leave your house, but once you are out you are out, so it is quite within the law to go shopping for food (elsewhere) and then also buy something entirely frivolous in the same trip, at a different shop. You just can't go out for the frivolous shopping with no other excuse.
Not that I would expect a local council officer to be aware of the law.

Quite. And I’m not aware of any similar restrictions being placed on the other farm shops in the area, or on the supermarkets that also sell house plants, so it’s not even consistent.

There is some merit in council officers stopping non food retailers "diversifying" to profit from the shutdown, but equally taking advantage of some entrepreneurial spirit to avoid businesses needing to become a burden on the furlough scheme is worth while. That farm shop example sounds ludicrous though, as jda says it's simply not the case that all ancillary purchases are at all considered in the legislation.

If it’s on sale you can buy it, surely. Otherwise all there would be on the shelves would be toilet roll, soap, bread, milk, eggs and teabags. We’re in lockdown but not in purgatory.

Our local supermarket also sells some plants and gardening stuff (which is still on the shelves). From what I can tell, round here people are mostly being sensible and getting on with life rather than being interfering busybodies.
