Ferret there will be a Public Rights of Way Officer at your local Highways Authority (usual part of a county council, or unitary authority). It’s their job to advise on and action things like that.

Shortcut Cam
I never see anyone in the Serpentine on my lunchtime runs. I assume it’s closed at that time little Nemo? Lots of wild birds to share the lake with. There’s definitely more of them probably due to lockdown.

And unless you are lucky and have someone who is passionate about it, they'll do f-all about anything you report.
Based on experience of reporting many obstructed paths etc to many different RoW officers over the years.

WSW things looks good AndyS.
Been playing about with doing a similar thing on the iPhone for WSW and fetchpoint, hopefully updating in real-time. This is from a rough prototype that I need to find more time to finish.
Like you I think mapping the grids accurately will be slightly imprecise unless Fetch wants to share his calculations.

SC, it's only open between 05:00 and 09:00 I think. You have to be a member and I was very lucky to get my membership just before they closed the list!
I shared the water with a fancy looking duck and got to see herons and geese flying overhead
