I guess that's the difference, you can clearly see how fast he's going by the gap that develops. I suppose that's different than someone just going out the back of the peloton to collect water.

Generally when they collect a bottle, yes, there is a "sticky" effect, but they aren't trying to gain a (big) advantage - just a second.

You can clearly see in that clip the acceleration that Nibali gains - he gains a huge advantage - watch the group behind - yes they slow, but because it's obvious what's happened.

That's straight out blatant cheating - he has to be thrown out the race.

The 'Sticky Bottle' and the now rather less frequent 'Magic Spanner' are often ignored when not quite so blatant and significant, but in many ways what Astana did was no better than the lift a rider got up to a team car in Le Tour that got him thrown out (you could argue worse, as there may have been a weak defence in not being able to walk up the incline in cleats in that case).

Excessive vehicular assistance has resulted in ejections before - IIRC LL Sanchez got kicked out of a race a year or so ago for spending too long drafting behind a team car.
