According to a tweet I just read this was what was stated.
Transport Scotland project director David Climie said: "We're optimistic that the new bridge will never close but we can't guarantee that as who knows what might happen."

Whilst it may well be a white elephant, part of me can at least see the logic in connecting physically one part of the UK with another via a bridge and "cementing" the permanence of the Union.
That being said, with one part of that connected Union muttering loudly about disestablishing itself from the Union, and another part of that connected Union has an even more fractious relationship with the remainder of the Union from a sizeable chunk of their population, it could be a connection that is only relatively shortlived!

Only good thing about it is the prospect of English Tory Brexiters finding out in 10 years that they have just paid to build a bridge between two EU nations.
For that reason alone, I'm sorry to have to say it's a nonsense idea.

[ Larkim - once Scotland is independent and back in the Eu, the bridge will create a seamless EU - without the need for a supply chain through Englandshire.
Or alternately, they could look at the Manx flag and build a 3 legged bridge ]
[Just noting that it took over 100 years and a few attempts to 'get the channel tunnel done']
