For the Scottish referendum, isn't it just whoever has a primary residence there at the time of the vote?
I don't see why people identifying as Scottish but not primarily living there should have a say - whist they will be effected by the outcome, so will many people living all over England, Wales and NI who also will not get a say. It's not perfect, but seems like a practical way to do it.

It's certainly more generous than a recent referendum which excluded 5.5% of the UK population who were directly affected by the result.

Sturgeon - it's now about leaving the EU, so we're gonna hold one anyway
Johnson - it's illegal to do that.
Sturgeon holds it. Leave/Indy wins...
What next? In Spain they threw all the leading Catalan politicians in jail. I cannot see that happening here.
EITHER Johnson considerably softens Brexit OR he gives them what he wants.
