i think they are just putting out a blustering approach which allows them to tell the EU that no-deal is still on the table as far as they are concerned. Publicly conceding that no deal is off the table until the next extension date would, in Bojo's opinion as expressed through his leadership election campaign, neuter the negotiations.
It doesn't have to be true that they believe they can find a way around agreeing an extension, they just have to publicly say confidently that they think they can for the next couple of weeks.
It's a bit like me telling my kids that my wife and I have eyes in the backs of our heads and we know everything they do. I know it's not true, and they suspect it's not true, but they are reticent to get us to prove it.

There's a well-known logic paradox here that keeps coming to mind, though I dont think it's a perfect analogy. So I won't bother explaining it
But in a more general sense, if someone is saying logically inconsistent things then you cannot rationally believe them to be honest, at which point you have little basis for believing any particular subset of their statements over any other subset. This seems to be the sort of game the govt of playing.
