Boff - I'm not sure what, if any, lifestyle information the GP practice gave you but DASH diet is a good starting point with particular emphasis on reducing sodium. I'd give yourself a firm line in the sand to make improvements with lifestyle changes (e.g. 3 months) and if that has not made a significant difference then bite the bullet and take the meds.
You mention not wanting to burden the NHS but 1st line treatment for hypertension is an ACE inhibitor which are all generic and cost pennies - a very small fraction of what it will cost the NHS to treat the chronic heart problems developed from longstanding uncontrolled hypertension.
