My MiL is 87 and stays at home with four care visits per day. That’s at least two people per day. Add in at least one family visit to deliver food etc and the numbers of contacts is increasing.

Older people with pre-existing conditions are much less likely to be "economically active", so the idea would be to restrict their movements and the contacts they make. Care homes would need greater shielding. It's just a guess... and probably wrong!
