Oh too, too retro. Don't like the majority of Time frames for the same reason.

For cheap and cheerful I like this:

yep, I would go for one.

I would also like a nice retro steel bike for those special days! i've got a merckx slx made up as a fixie and one day I would not mind rebuilding it as a good road bike. so dependable and smooth to ride.

It sounds irrecoverable. Try a new bike.

Well, the bottom bracket creaks if it is broken or needs oiling up... it is a thing like this: en.wikipedia.org

holding onto the crank at the pedal end pull it back and forth against te bottom bracket to see if there is any play?

if there is then there are 2 things you can do

replace it or
if it is adjustable old syle with open cups and bearings, clean it our and re-grease it.

I guess you don't have much bike tech skills, so both options will need a bike shop.

try spraying a little wd40 stuff on the crank axle bolt,if the creaking goes away then it's probably a loose crank or a dry one. tighten the bolt a bit and see if that helps.

do the same with the pedal and see if it stops again, probably a worn out pedal bearing.

it's bit of trial and error to find out where the noise is coming from.

what make o bike is it?

10 year old i'd imagine it's an open bearing system easy enough to regrease. If your careful you can pull the seals off cartridge bearings and regrease them and push the seals back on. Done this several times with Shimano BB.
