Traffic light louvres are to prevent drivers becoming fixated on a distant green or amber light to the point where they ignore a nearer red light.

There's a problem though in that they are aimed at the eye level of a car driver who has passed the first lights. They still block out most of the light at truck driver eye level right up to the white line.

This is a good example, bearing in mind the Google Street View camera is on the roof of the car.
The green light in line with the red car is partly obscured.
The green light the other side of the pedestrian crossing is completely obscured.
The green light without louvres under the Enterprise sign is clearly visible.
