I'm moaning again, sorry.
Deadline for dissertation proposal was 21st Nov. I sent mine to my supervisor on the 19th. Received auto-reply to say she was on non-working days and annual leave until the 27th so I knew I wouldn't hear anything until after that. But by yesterday, I still had no response, so I emailed again. This time I got an auto-reply saying she's on non-working days and annual leave until 11th December.
I can't proceed unless it's either approved, or rejected with advice on how to change it.

That's crap. Is no one named in her ooo? Email the course leader or do you have a generic course email? Do you have a student rep?
I'd get disciplined if I behaved like that.

Nope, nobody named. I hate having to go to the course leader but I don't think I have any choice now. It'll be at least four weeks from submission to getting it approved or rejected at this rate and I have to work in small chunks - I cannot work by spending hours at a time on something.
I'm pissed off and stressed and this doesn't help the feeling that they want me off the course because I'm too much of a pain in the arse.

Make a fuss. That is 100% unacceptable.

I don't know how long it normally takes to review a proposal in most universities, but I know a couple of people have had theirs rejected, resubmitted and subsequently approver so I'm assuming this length of time isn't to be expected.

Not at all. It can't be that long, is it?

No, but lectures have been cancelled because staff are off sick.
