On the other hand, I suspect he's using the threat of doing a deal with Putin (and let's not forget Ukraine is not a USA fiefdom!) to threaten/coerce Zelensky into signing over some of those mineral rights (for the rarer ones used in rechargeable cells and electronics) if he still wants USA weapons and munitions.
