I wasn't a lairy Salford street urchin. I was a good boy, happy with a bag of chips most the time. But yes, Salford is not gaining from Bozo's levelling-up agenda, although Worsley end is still quite nice.

What happened to levelling up, or does the slate get wiped clean every time they pour another stiff into Downing Street?

Big Society.
Burning Injustices.
Fixing Social Care.
Levelling Up.

Where are they now?

Torquay - and the formerly genteel resort of Paignton are really quite shockingly run down these days. Even the iconic candy coloured terrace that features on most of the postcards has seen better days. But the compare with some of the Cornish towns, other than Truro, it isn't dissimilar.

Expanding on the theme...

So far as I can tell there hasn't actually *been* an overarching strategy from the Tories that has reached across all five leaders and (notionally at least) four governments.
Cameron had the Big Society and austerity.
The several years of Brexit nonsense chewing up the political bandwidth has quite derailed any pretence at a coherent approach as Johnson, Truss and Sunak have all sought to govern according to their own unique and often very different "philosophies".
In the same way as "Housing" can't be expected to have coherent policy when we are on about our 12th minister since 2010, I don't see how good governance can be served in conditions of such instability.
It's tempting to put Brexit at the bottom of all this mess. No Brexit, no May. No May, no Johnson or Truss.

It's tempting, so I will. Another Brexit Bonus.

Post him. His strategy was austerity.

TBH their overarching philosophy for a while now has been to dismantle the apparatus of government and the institutions of democracy.

jda, I would say, rather than that their strategy has been Brexit, it has been trying to pretend that Brexit was not an act of monumental stupidity. Everything has been twisted to this end, and the deceit and denial this has entailed has done far more damage than Brexit itself.
