Not a bad idea OR to encourage volunteering - though I suspect wailing and gnashing of teeth for those close to milestones who are hoping to tip over the threshold prior to the t-shirts becoming paid-for only.

I think there's been some excellent suggestions on here, but sadly, I suspect what will happen is that they will continue to bludgeon their way through it all without any change and blame any delayed start on the reticence of others.
My guess is mid-July, and then exactly as it operated before.

Spideog, I have done scanning last year and used my mobile (parkrun app) - any quicker runners can cover it after they finish, it's a pretty light job commitment wise. Covering the quota of scanners/runners shouldn't be a problem

Yeah, I don't see lack of scanners being a problem as it's always been the case that you can rope in early finishers if needed.
Just need to keep an eye on the length of queues and if they get too long grab a regular whose stood around looking bored at the end.

But the scanners are 'required', so you need to already have them on the roster.
Not so bad for events that only need to get 1 more than usual, but the larger events that will need 10-20 will have problems.

If those early finishers need their own phone it could be a problem.
I run there and back and dont take a phone with me but would be more than happy to be a scanner if required and if I finished high enough up the field. Often around 30th out of 600ish. Needing my phone rules me out

I wouldn't normally take my phone, but would happily get myself on the roster in advance and take the phone with me whilst running to finish in the top 30 or so. Compliance / help from runners to be flexible to make changes to help the framework get implemented will be quite important for a smooth reopening.

6 landowners and 11(?) events, although I was running out of fingers so might have counted wrong. Wasn't sure if some twitter handles were landowners or events.
