I emailed them earlier this week and got a reply saying "the entries will be open shortly. I am unable to give you a date"

What is there to review? They changed the number of allocations a couple of years ago and changed to the current 1 per 100 which against the number of EA registered athletes etc should be a fairly constant allocation number - and certainly not one which takes a substantial amount of time to calculate!
The EA secretaries portal shows the number of allocated places already, and I suspect there'd be uproar if that number was changed at this point in the cycle, especially if there hasn't been much noise about the change - many clubs have already held their ballots based on the expected allocations too I'd have thought.

Ah, you've all saved me an email! I also don't understand the reason for the delay. There will indeed be uproar if they change the allocation this late in the day.

Yep, I've just had the same now:-
"The entries will be open shortly, I am unable to give you an exact date unfortunately. The number of places clubs receive is currently under review and is being finalised. It is not first come, first served so there will be plenty of opportunity to apply for places."
That's a surprise!
