I thought it was similar to that as I have made about 4 feather and fan scarfs!
But the corners would confuse me

I think I have that shawl pattern, EP, it's definitely knitted - I've also got the pattern for a circular version. (Not an online version, it's an old photocopy of the original.) You knit the centre, then pick up stitches along each side and knit each fan and feather section separately, then sew them together, then do the edging, if I recall.

I'm not at home at the moment but will have a look for it when I get back tomorrow evening.

It's knitted. I had a baby blanket like that.

Don't even think about agreeing to knit it unless (1) you really, really want to, and (2) it's for someone who will love it and use it in front of you all the time. It's not a difficult pattern, but it's a big project.

I thought it looked like feather & fan around the edges too. I've knitted that a couple of times now as a scarf...it's lovely.
