caterpillar, i would say that those aren't the reasons and she may well not know what the reasons are.
and i don't see anywhere on the thread that there is a consensus that women can unilaterally decide to withold sex as some sort of punishment and that's fine and dandy.
personally, i see witholding sex as a punishment as cutting off my nose to spite my face

So now having explained the simplicity of the male mind for the benefit of anyone who thinks of it in more complicated terms, maybe we can examine the other side of the coin.
Man loses his (ahem) get up and go. It happens. Mostly if you are a diabetic smoker getting a bit older, but you know what I mean.
His wife understands, and (according to Velociraptor) regards this as a blessed relief from having to minister to his needs on demand whether she is in the mood or not. No problem.
EXCEPT .... (and I'm taking a punt here) some women might be a bit frustrated by this. She might be a bit aggravated that he can't get it up and worry that it is because she isn't attractive enough. All the sexy undies in the world and porno films are going to make no difference. Raising the stress levels on the poor old chap is really not going to have the desired effect. So she wants him to talk about it and see a counsellor.
But he refuses. Right. If that woman were me, I'd be bloody hurt and upset.

There also needs to be the things that couples do, like holding hands, hugging, kissing but without necessarily leading to sex. The sort of stuff that makes you feel closer to someone. You should be able to do that stuff without feeling there's only one outcome.

According to the current adverts, all men over 40 are having "erectile problems" and all refuse to seek help so need an advert to make them talk to anyone about it. I'm sure the truth lies somewhere in between as usual
