Lowest rating at the beginning of the month...
Logic is the lowest rated person should finish below higher rated so if they matched they've done better.

Yes - well last month I was below bja, this month I was briefly above him in the opening week, then I've been below ever since. So if he beats JCB (not a done deal, just looking at the match, it's even stevens) he gains promotion to Div 1, down to that week I was above him. There's been about 10 points between us the whole time.
So for bigger ranking differences you'd argue it's fair, but for this kind of margin it's a lottery, and something like a speed chess play-off might be fairer?

I agree that small ranking gaps are pretty much ties (TBF you've been a bit higher previously but have dropped a few points over the last couple of months), but it is a tie breaker and there's no fair way really. A speed chess playoff just favours the person that is good at speed chess and it has little relation to daily chess really.

Bamber, Div9 really is a nail biter at both ends of the table. I managed 7 blunders in my match defeat by Wingy, so anything can happen in the all-important match with DeeGee.

I don't know 'fog of war' but like a game of 960 now and then. Takes you away from just remembering openings, straight into a tactical slugfest.
