Could be. Hard to tell when puffed. They are less yellow than males but do have a lot of variation (we have about 10-15 in the garden most days).
We also have one or two that *could* be serins as they look different to the others but they don't come on the feeders often so I am not 100%, maybe they are just last years young ones?

easily confused um. Buzzard was my first reaction too
Sprawk has longer and thinner legs, a distinct supercilium, and the squared off (secondary?) wing feathers over the long primaries (whereas a buzzard's extend down towards the tail more)
