Without 'the English problem' the money would not be coming back to Scotland and we wouldn't be having a hike in NI and dividend tax.

With full control over all levers of the economy, Scotland could raise, or lower, taxes to meet the specific issues that Scotland faces base on decisions of the Scottish electorate as expressed in elections.

No nuance there. It's statement of fact.

As for not needing the money, I do recall the Scottish Government under Labour and Jack McConnell returning around £1bn of budget to Westminster. Clearly no need for that sort of money in Scotland.

If the SNP don’t want to spend the money or don’t like the mechanism with which it was created they can make adjustments to income tax rates and thresholds which they do have control over. They can tax the higher earners in Scotland more and reduce the tax to the lower income earners.

There's talk of the funding bypassing the Scottish Government in any case. It will be interesting to see if this is what Westminster has planned.

As posted on the politics thread, I have concerns that the creation of a hypothecated tax for health and social care makes it simpler to introduce social insurance for this area.

Whilst I agree that the nature of devolution makes this quite messy and the NI approach is not the best way, I think the point is that its not necessarily as bad a thing as the SNP would have us believe.

Essentially SNP have been given a free hit at Westminster while knowing they are getting extra funding and can work out ways to use this - hopefully to Scotlands benefits with the devolved powers they do have.

I don think they will bypass the Scottish Government, but the money will come with a steer on what it has to be spend on (NHS and Social care). Due to Barnett we also get more than we pay in.

I think I see where you are coming from with your final point.

On a separate point, I welcome the fact that we are going to get more detail on the case for Independence as I think that is key to breaking the current stalemate.

However is it right that this is done using the civil service resources? Will the civil service resources be made available to look at this from the alternative

view ?

Bazo - it's government policy so perfectly legitimate for civil service resources to be used to develop the policy.

Will civil service resources be made available to look at the alternative? The full weight of the UK civil service will be deployed to do just that. As will the majority of the press, broadcasters and political parties.

SN - is it not outwith their remit though being devolved to Westminster and so Civil Servants should be deployed to implement policy. This if we vote in favour in a legal referendum its then implementing government policy. Before then its not its developing a case to support a potential future thing.

Anyway, moot point I think we need that work done, but I also think both sides of the debate should be involved in the process
