A "Global experiment?" We can't even persuade the EU to agree that Whitstable Oysters can only be landed in Whitstable, what moron believes that 195 sovereign governments can collude on this scale?

In terms of number of times and how long to ecercise, walk dogs etc, I would treat the guidance as just that ... guidance (not law) - until the regulations are published and the actual law is known.

I would also be careful of local opinion - a Ramblers group here has incurred the wrath of fb for their Sunday walk and approx 20 people obviously in a group.

Legal - yes. Socially distanced and responsible - no.

But WHY? That’s what conspiracy theorists never answer. Why would the global economies destroy themselves like this? What possible gain is there for anyone? (She may have answered this is your post Gav- it was too ridiculous for me to read all of it)

I couldn't read all of it either jenny.

EP - if there is any evidence to suggest that only exercising outside once a day was an effective strategy I haven't seen it and I would have expected the devolved governments to impose the restriction too. The Welsh did in their first lock down but not subsequently.

I am happy to comply with the "musts" in the law, but will use the guidance to take sensible decisions for my own situation. Essentially, if I'm riding solo, starting and finishing at home, not having any stops and being sensible about my route choice I'm not going to be too concerned about the definition of "local" or exactly how long I’m outside. It being winter naturally limits the distance I'll go from home anyway. What I won't be doing is driving somewhere else to start (particularly not to meet up with anyone who is also driving there from somewhere else). I will also only exercise outside a couple of times a week for longer rather than going out for an hour or so every day, and I'm not leaving the house for anything else at the moment. I’ll err on the side of caution in bad conditions and will avoid riding in the dark to reduce risks. Essentially I'm using the guidance to inform my decision making, but not following it to the letter. I’d also add that our rates here are comparatively low (not *actually* low, but below the national average) and I may revisit this if we become a hotspot.

More at risk shopping than exercising outside. That said staying at home myself today as too icy for me, may go out with OH this afternoon but he is pretty sore after falling a couple days ago

All other things being equal, risk in exercising is proportional to length of time, not number of exercise events. There are, for example, a significant number of people who are suffering from post-viral fatigue at the moment. It may be that for them 2 x 15 minute walks is manageable and helpful both physically and mentally, whereas a single 30 minute walk would be too much.
Much more important than number of exercise events is behaviour whilst exercising: leaving space when passing people, avoiding as far as possible touching gates, street furniture etc. and remembering to wash hands on returning home.

Perhaps the government really means, everyone SHOULD go out for exercise once a day, but mis-wrote their intention.

They need to explain why they make each rule.
