I suspect he didn't really think of what he was doing as cheating. He was probably just 'letting his wife bring him water' or 'letting his friend bike with him'.
But, both of those things are explicitly against the rules of the event, and he had to sign that he understood and agreed to those rules, so he *should* be aware that he was breaking them.

And, it's doubley unfair on those who abide by the rules because they're not just disadvantaged, they also have to decide if they want to 'cause a fuss' and risk seeming 'petty'.

It's not a big race, the prizes will be nominal at best, but by acting as if the rules don't matter (or don't apply to them) picks like this really spoil things for everyone.
