The ONS use HLOOKUP.
Nobody uses HLOOKUP. Nobody with any self respect, anyway. I'm horrified.

I do occasionally use vlookup in scratch spreadsheets when I’m really lazy but get barbed comments from my direct reports if they ever get spotted. Hlookup is a step too far...
Index(match... is the favoured approach. Or Python/R
