I think it slices a thin layer off or boils a layer off before polishing? I've watched a lot - I lot - of Zambonis in operation - and seen them 'dump' ice outside like a salt truck. No idea how they work. Sounds like you saw a small one - ones at hockey arenas are (at a guesstimate) the size of a very small van?

Yes, a smallish van: it was being delivered to a community at Deer Lake, Ontario {? there are several]. The 'drop' featured on 'Ice Road Truckers', Ch 4 series, 2017.

Greppers I think that they shave off the top layer, then put down a layer of snow and then spray with wash water and polish to get the smooth surface.

At least that's what Wikipedia suggests

[I think 'Zamboni' is like 'Hoover' or 'Thermos' - there's a word for this thing where the dominant manufacturer's name becomes the product name, I believe?]
