There's two territories that everyone (in Australia anyway) knows about - the Northern Territory, and the Australian Capital Territory. Both contain cities (Darwin, Canberra) and have their own ministers, democratic elections and so forth. Jervis Bay is the third territory. It has a small naval college, a small airfield and lots of nice beaches, but nothing much else.
