Yes, if they did value committed runners and wanted to use up unfilled club places, they could offer them up to clubs that would use the places.

I was going to enter our club ballot for a place, but decided not to to allow someone who had not done it before a chance, and the competetion for the people who want to do it is immense. Our club require that you run 6 club runs and attend a quite large amount of club training runs, and the numbers in our club have shot up since people didnt get in on the normal ballot. I'm sure it would be severely looked down on within the club, if someone got the club place and didnt run.

I can image some smaller clubs a long way from London might not have anyone who wants to take up a place.

I suspect one of the people chosen and the first reserve declined their places so that the person who was second reserve could run as he's a club stalwart and it would be his first marathon.
