(Too cold for snow is a perfectly reasonable concept in the UK - our weather is mostly due to maritime systems. When we get rare *really* cold weather, it nearly always comes from Scandinavia/Russia rather than over the Atlantic and is too dry for snow or rain. You almost never get snow in Canada when it's below about -20C as the air is too dry.)
