So all the bluster 2-3 weeks ago about D-Day for parkrun, as most of us claimed at the time, was total rubbish.

There was no way that "all restrictions lifted" was ever going to be happening in June. There will still be limits on travel, there will still be countries we can't go to, there will still be a need to wear a mask when getting your vaccination.
This point of the relaxation of restrictions was always going to be a case of wait and see what restrictions are appropriate at the time. Which doesn't really help if a large proportion of landowners are wanting to see absolutely everything back to how it was in 2019 before they let anything happen.

It was "all legal restrictions". So just anything that if you did it would result in you breaking the law.
There was a "hope" that social distancing could also be removed ISTR.

"Step 4 - not before 21 June Social contact By Step 4 which will take place no earlier than 21 June, the government hopes to be in a position to remove all legal limits on social contact.
Business, activities and events We hope to reopen remaining premises, including nightclubs, and ease the restrictions on large events and performances that apply in Step 3. This will be subject to the results of a scientific Events Research Programme to test the outcome of certain pilot events through the spring and summer, where we will trial the use of testing and other techniques to cut the risk of infection. The same Events Research Programme will guide decisions on whether all limits can be removed on weddings and other life events."
As parkrun will say, nothing in step 3 to step 4 directly impacts them, but it will be the views of LAs who will get to pick and choose which of the planned relaxations are the ones around which they'll hang any decision.
If I understand correctly, legal limits on social contact would be things like household mixing indoors, group bookings at restaurants etc.

It's difficult to envisage every single restriction being lifted on the 21st but if he announces that nightclubs are back that surely has to be enough doesnt it?

Think landowners will struggle to point to any part of that remaining in place as being a reason to block parkrun.
I'd expect football crowd limits to be increased so that more tickets can be sold for the Euros finals. Probably relax any numbers on meeting in back gardens as well, even if the numbers for inside the house remain to some extent.
