The 's representing is and has as I don't need to explain, I think both "it's" are required and that it sounds odd with only one.

Or should I preserve the continuous tense with
it's been being and is being
?

What is the sentence? It sounds as if you are looking for emphasis. I might add the next word twice, once after been and once after being. It has been xxx and is still being xxx.

no, that is learning to do crawl because I wanted a challenge to my head and to my coordination. It's been and it's being a tough challenge to both.

I agree with Switts on that particular construction. For what it’s worth, if I needed to say ‘it is’ twice in the same sentence then I wouldn’t abbreviate both instances.

I think I'd avoid having "it's" being two different things in one sentence and would expand at least one of them. It's fine having more than one in something like "It's not big and it's not clever."
