Warning...much anecdotal and little fact ahead...

NE....When OS started marking rights of way on the maps, they were transposing recorded rights of way from local council records or from chatting with locals (going back a long time). The rights of way were recorded by the local councils mainly after the war. Pre-war, many locals might have walked many routes to link villages, mineworks etc, these would have been recorded by the local council and given to OS to record. However, during the war and by the post-war era the population changed and the industries changed so many of the paths became unused but remained on the maps.

The example from Wetherlam to Little Langdale 'could' well have been used by workers moving between the smaller works by Greenburn Beck and the larger setup by Coniston Coppermine valley (really don't know this, just guessing), so the landowner allowed it to be a right of way for their own interest. But then the Greenburn mine stopped in 1942. However, the right of way was recorded and nobody dares to remove them.
