Plenty non-Scots being asked and plenty Scots not being asked. The reason it's not being asked outside of Scotland is because the rUK wants to be considered a continuator state. That is they want to keep going as the UK and we leave. In this case if they asked everyone, what would happen if nobody in Scotland wanted to go and the rest of the UK voted for our independence? That's being thrown out, not leaving and would bring up all sorts of issues.
If it was simply a dissolution of the UK with two brand new successor states then they would have been able to ask everyone, but the UK would have to renegotiate all of their treaties, their share of the debt, etc.
