Definitely blades/tines up for table cutlery and blades down for sharp knives. Surely blades/tines down mean all the muck runs down on to the bits that get closest to your mouth?

Oh this was my poll! I've never considered lying everyday cutlery flat across the top. I always put blades and tines down- stabbed myself once too often on a random upturned blade. The sharp ones do go flat separately in the top layer though.

We don’t have one of those top level trays. Tines down take up too much room in the basket and are more likely to come out unclean that way.
