Mmm, thank you. I wonder if that "agreement" was at a Northallerton level and then dropped on the town council? I guess everything is now done at county level since the district councils disappeared in March. Town councils are pretty much on a par with parish councils in terms of responsibility, aren't they?
Looks like the Harrogate district tourism quango had a hand in it too. I suppose if you're running an airbnb, guesthouse, hotel, campsite, restaurant, cafe, pub etc. you're happy with it, and if you're a resident trying to go from A to B on that weekend, not so much.
Interesting that Yorkshire Water is allowing them to use one of the reservoirs - they haven't done that for anyone else previously AFAIK.

Grimwith, according to their website.
There will be nimby's wherever they hold the event.

"£55 to swim in a reservoir!"
- Access charges - Equipment hire - Entry and timing solutions - Probably some wetsuit related hiring scheme - Rescue boats - First Aid provision - Kayak and paddleboard outriders etc
Plus since they're an events company, they'll be looking to make a decent profit to cover wages, taxes etc.
Not defending them, but it's not as cheap as many think to put on events.
(Community groups often don't have the same level of access charges as profit-making events companies - the issues arise when councils and landowners think they can demand the same level from nfp community events as they can from big events companies).

I can walk to Grimwith from my house. I’ll have to cos there will not be enough parking.

One would presume that was #1 on their consideration list - they'll either have to be bussing people in or have a good nice farmers field (which again ££) for their event parking.
I'm not familiar enough with the area around Grimwith to know if there's parking fields around there - our orienteering areas (and parking fields!) are further up Wharfedale.
