Oh, good, I was trying to avoid the Inversions which is that it *is* a Culture novel but seen from the 'other' side of a non-Contacted planet. Most editions do not have the 'A Culture Novel' blurb on the cover but you've already read it. :-)

I love Inversions because it's like Use of Weapons or Player of Games but seen from the point of view of a bystander who doesn't know what's going on. I've got an earlier edition of it which is really blatant. There's a little prologue at the front which says "Doctor Vosill came from a different Culture" which Banks had removed from subsequent editions.
