Not saying it doesn't happen to some extent (or "patronage" at least, but it isn't the norm. Smaller companies do often seem to fly by the seat of their pants a bit. Looked at in a different cultural light.... Many organisations (used to?) consider it better to recruit amongst family and friends, since you had recommendations from someone you already trusted, and could predict the work ethic to some extent. Of course, it's massively open to abuse if anyone already in situ is corrupt or milking the system themselves. And family owned businesses do it almost by default! ]
