A “table meal” was defined as a meal eaten by “a person seated at a table, or at a counter or other structure which serves the purposes of a table and is not used for the service of refreshments for consumption by persons not seated at a table or structure serving the purposes of a table.”

From the Guardian but I don't know where they got it from.

[So a table can be a bar, so long as there's no drink being served over it to people who aren't sitting down. So a pub can put bar stools at the bar and it becomes a de facto table, because the pub does not contain any "persons not seated at a table or structure serving the purposes of a table.” who would be getting served drinks over that bar?]

I'd say that the tray serves as "a structure which serves the purposes of a table".
