Yes, it’s phrased slightly oddly but you start the round with 120 stitches.
In stitch 30 you do (K YO K) - ie knit as normal, but don’t drop the stitch off the left hand needle, wrap yarn around the needle to make a YO and knit stitch 30 again, this time dropping it off. Then place a marker. Then do that whole sequence 3 more times - you won’t need to place a marker after the final time as you should be back at your BOR marker.
Every subsequent increase round will be k to 1 st before marker, (K YO K), slip marker

will probably make poncho using these colours (Dio's favourite blanket) as I have loads left (was a kit that I quit on!)
