I honestly think the universities will be pretty flexible, although it's not the area I work in. They already have the actual grades, so know how many are definitely coming. On Thu the grades provided by teachers will no longer be embargoed, so they could potentially be used to appeal to the universities during clearing.

From the information I have (third hand), I think it's unlikely that there will be many disappointed. It's the individuals at the extremes that perhaps have more of an issue, those students who are stars, but are studying at schools that haven't done so well in the past.

I would expect Imperial to have a lot of international students who might not turn up. Their website says they don't usually go through clearing, which is probably a bit strange in current circumstances as it might stop people trading up, but I suspect it means they will look at those who have offers, but missed slightly and accept them instead.
