A question: in football, if you had a defender sent off early in a game you would normally sacrifice an attacker to bring on a defensive substitute. Are you not allowed to do this in rugby, or have England just chosen not to do this?

You can’t tackle upright. The laws are clear.
As for substitutions, it really depends as while there are individual positions, to an extent everyone defends and everyone attacks. England’s 6 - Lawes - can also play second row so a winger filling in at flanker during scrums is not uncommon

No, it was shockingly poor tackling technique, you need to avoid head contact.
If it had been a front row sent off, they'd have had to substitute to bring on another front row. Other than that, yes you can these days.
