Agree with larkim above - I've been in budget meetings with local authorities where they explain that 95% of moans to councillors are about bin collections or potholes in the roads (all very visible stuff the council does, or possibly doesn't) but a huge proportion of the funding goes on social care which they have a statutory obligation to provide, but is far less visible to the average council tax payer. I've generally come away quite impressed with the determination to keep providing the services for those with higher needs despite underfunding, and this was with a Tory local authority.
