I think I've worn leggings in place of shorts[1] three times since I started[2] running about four years ago, each time because it was freezingly cold outside. I didn't really enjoy the experience, because of the restricting feeling and the build-up of sweat.
[1] It seems increasingly commonplace to wear running leggings under a pair of knee-length shorts, which makes the wearer look like a soft South American soccer player who can't cope with our weather. I vehemently eschew this practice.

Was cold here this morning and I went out in leggings - was feeling a bit of a wuss but glad I did now as I had to traipse through some stinging nettles part-way round!

Atonal Miserabilist (AFKA TRO)
Mrs TRO is a 3/4 length runner. In 3/4's for 10 months of the year - switch to shorts for the (short) very warm month we get, and full leggings for the similarly brief very cold month.
I refuse to go 3/4. I'll hang onto shorts until I end up doing a really cold miserable run, then switch to full usually until the equally miserable too hot 'should have worn shorts' run next Spring. I clock the summer/winter change at the point at which this change occurs. Still shorts atm.
One especially grim year 'the year of the endless February' a few years back I think it was May before the full to shorts switch occurred..., and I have gone to December before the shorts to full switch.

I wear 3/4 length for pretty much the whole year. I only wear shorts if it's Africa or if I'm wearing long socks (since I don't like to look like I'm wearing plus fours). I fall over too much and it's nice to have a layer of fabric between knee and ground.

The coldest temperature I have seen before running was -7.5C, however years of playing football means that shorts are never a problem regardless of temperature, indeed the one go I had at running with covered legs was very uncomfortable never to be repeated.
